Supportculture: support for the Brussels cultural sector

The Brussels government wishes to support the cultural sector, which has been hard hit by the coronavirus crisis, as best it can, and is therefore extending its support measures.

Cultural and creative organisations, who have received an initial grant of 2,000 euros, will now automatically receive the same amount again. But even those who did not apply for a grant can now obtain up to 4,000 euros.

And workers in the cultural sector also have a right to an additional financial boost. If you work in front of or behind the scenes of a cultural organisation, you have a chance to receive this support. Even if you have previously requested and received a grant.

For whom

You have not yet used any other exiting support measure, and you work for an employer in a sector that comes under one of the joint committees listed. (See FAQ)

How does it work? What can you combine with what? And what do you have to be careful about?

  • Do you work in front of or behind the scenes of a cultural centre? And does your employer belong to one of the joint committees?
    If so, you have a chance to receive a grant of up to 2,000 euros, depending on your income between 1/06 and 30/09/2020.

  • Did you apply last time and received the “special COVID-19 grant” for the first period (13/05 – 31/05)?
    In that case, you can again make use of this extended offer and submit an application for the second period (1/06 – 30/09). Be sure to check the current and updated conditions:

    • addition joint committee 200

    • higher amount that you may receive from professional or replacement income (max. 5,000 euros net for the four months)

  • Did you apply last time and were turned down on the basis of joint committee 200 to which your employer belongs/belonged?
    In that case, you can reapply because that joint committee has now been added to the list.

  • Did you not apply in the previous period?
    In that case, you can try your luck this time! Send an email first to artist@actiris.be – they will provide you with the information and conditions of the first period (13/03 – 30/06).

Take note! If you would like to apply for the first period, you will need first to contact Actiris (via artist@actiris.be) – they will provide you with the right form for this application, with all the information and conditions for that period.

How much is the bonus?

  • For the period from 1/06 to 30/09/2020
    • max. 2,000 euro
      if between 1/06 and 30/09/2020 you did not receive more than 3,000 euros net from professional activities or replacement income (see FAQ)
    • max. 1,500 euro
      if between 1/06 and 30/09/2020 you did not receive more than 4,000 euros net from professional activities or replacement income
    • max. 1,000 euro
      if between 1/06 and 30/09/2020 you did not receive more than 5,000 euros net from professional activities or replacement income
  • For the period from 13/03 to 31/05:
    • max. 1,500 euro
      if between 13/03 and 31/05 you did not receive more than 775 euros net from professional activities or replacement income
    • max. 1,000 euro
      If between 13/03 and 31/05 you did not receive more than 1,550 euros net from professional activities or replacement income
    • max. 500 euro
      if between 13/03 and 31/05 you did not receive more than 3,100 euros from professional  activities or replacement income

Good to know

  • Cultural workers with the lowest income (3,000 and 4,000 euros net) will have priority.
  • Other employees will receive a grant as long if the budget set aside for this measure permits.

For whom

Any non-profit institution from the creative and cultural sector in Brussels that employs between 0 and 5 (maximum) full-time equivalents (FTEs) and that comes under one of the following NACE-BEL codes (see FAQ).

How does it work? What can you combine with what? And what do you have to be careful about?

  • Organisations that have already received a COVID-19 “Culture” grant of 2,000 euros don’t need to do anything. They will automatically receive a second grant of 2,000 euros.
  • If you have not yet received any funds, take advantage of this second chance for a grant of 4,000 euros.
  • If you were not eligible last time, you may be now!
    A new element is = not have non-transferred profits or non-allocated reserves of more than 5,000 euros at the close of the accounts on 31 December 2019 (last time, this was 2,000 euros).

Apply at the latest by 23/11/2020 to Brussels Economy and Employment.

Good to know

  • A new element is: not have non-transferred profits or non-allocated reserves of more than 5,000 euros at the close of the accounts on 31 December 2019.
  • The grant cannot be combined with another COVID crisis grant from the Brussels Capital Region, Flanders or Wallonia, or with funds from the Flemish, French-speaking or German-speaking Community emergency funds.
